Souksangouane Phengsene of Minneapolis was charged with first-degree driving while impaired. He admitted he had been drinking beer before police pulled him over on March 30. Prosecutors say his blood alcohol level was 0.20 percent. That's 2.5 times the legal limit.

One person was taken away on a stretcher and two others were treated at the scene. Spurs coach Gregg Popovich said Parker, out since Jan. 30 with a left ankle injury, will start but see limited minutes against the Minnesota Timberwolves.
